Typhoons in the past, specifically Sendong (2011) and Pablo (2012) hitting the Cities of Cagayan De Oro and Iligan and the Provinces of Compostela Valley and Davao Oriental have revealed the vulnerability of these localities to climate-related hazards such as heavy flooding, rain-induced landslides, storm surge and increasingly severe storms. The widespread devastation brought by these typhoons displaced more than a million people, caused damage to housing, infrastructure, agriculture and telecommunications, with a total damage estimated at US$293 million1. Urgent attention and action are now called for to assess vulnerabilities to climate-related risks and to identify measures that will enhance these localities’ adaptive capacity towards a changing climate.
PROJECT CLIMATE TWIN PHOENIX
Project Climate Twin Phoenix is envisioned to be the first stage of a more comprehensive and long term capacity development program for cities and municipalities to manage risks from climate change and climate-related natural hazards. With technical assistance from the United Nations Development Programme (UNDP) and the Australian Agency for International Development (AusAID), and implemented by the Climate Change Commission (CCC), the Project aims to strengthen the stakeholders’ institutional capacity and individual competency on climate/disaster risk management and put in place river-basin-wide institutional networks to deal with increasing risks from climate change.
The Project covers the catchment areas of the Cagayan de Oro, Iponan, Mandulog and Iligan river systems, particularly Cagayan De Oro City and Iligan City, municipalities of Compostela Valley Province and Davao Oriental Province that were hardest hit by Typhoon Pablo.
Project Climate Twin Phoenix is designed to improve the community’s adaptive capacity and to mainstream climate change adaptation and disaster risk management in local development and land use plans and into the national policy framework, as a whole, based on the vulnerability assessment of the project areas.
The following project outcomes will be pursued:
Output 1 Assessment of climate and disaster risk vulnerabilities
Output 2 Prioritizing climate/disaster risk mitigation actions
Output 3 Awareness-raising and competency development of local stakeholders on mainstreaming climate change adaptation and disaster risk management in development and regulatory processes
Output 4 Mainstreaming of climate change adaptation and disaster risk management in regional, local, and sectoral development and land use/physical plans
Output 5 Socioeconomic resilience of the poor and the most vulnerable
Output 6 Local knowledge management on climate and disaster risks
Project Climate Twin Phoenix will measure the project’s impact through the following specific targets:
* Creation of Flood Hazard Maps from the characterization of the four river systems and topographic and land use cover analysis of the riverbasins and scenario analysis based on the downscaled rainfall projections. The maps will be used to assess the vulnerability of and probable impact of climate and disaster risks in an affected area.
* Development of a climate and disaster exposure database to improve knowledge on population, structures and economic activities potentially at risk to climate and natural hazards.
* Preparation of Flood Contingency Plans and installation of community-based and managed Flood Early Warning Systems.
* Build Capacity by conducting Training Programs to enhance the skills, knowledge and
appreciation of local stakeholders on climate change, climate change adaptation and disaster risk management.
* Formulation of climate and disaster risk-sensitive regional physical framework
plan, comprehensive land use plan, sectoral, and comprehensive development plans which promotes sustainable development.
* Climate-proofing of the communities’ means of livelihood by designing safety nets and looking at other options such as microinsurance.
* Build knowledge by providing IEC materials, documenting project lessons, and putting up resource centers.
