Enhancing Capacities for Low Emission Development Strategies
EC-LEDS in the Philippines
The Government of the Republic of the Philippines is one of the five countries in Asia where EC-LEDS is being implemented. This partnership between the Government of the United States of America formally started with the signing of a Memorandum of Understanding (MOU) on November 23, 2011.
EC-LEDS implementation in the Philippines focuses on three areas:
a. Improve institutional capacity on National Greenhouse Gas Inventory
b. Improve in-country capacity in the use of analytical tools for decision making on climate resilient, low-emission policies, practices and planning, and climate change mitigation co-benefits and
c. Strengthen the design and implementation of program to promote clean energy utilization,energy efficiency and REDD-strategies and land use initiatives.

The Enhancing Capabilities for Low Emission Development Strategies (EC-LEDS) is a US government program to support developing countries’ efforts to pursue long-term, transformative development and accelerate sustainable, climate-resilient economic growth while slowing the growth of greenhouse gas emissions. The program is an integral part of US government efforts to provide past start climate financing and will build capacities in partner countries, provide targeted technical assistance, and build a shared global knowledge base on low emission development, EC-LEDS supports and enhances country-led development programs, plans and policies, and complements efforts of other international donors and organizations to support low emission development strategies (LEDS).
