The National Climate Change Action Plan (NCCAP) was formulated outlining the Philippines
agenda for adaptation and mitigation for 2011 to 2028. Approved by President Benigno Aquino III
on November 22, 2011, it outlines the specific programs and strategies for our country’s climate change
adaptation and mitigation.


Its ultimate goal is to build the adaptive capacities of women and men in their communities, increase
the resilience of vulnerable sectors and natural ecosystems to climate change, and optimize
mitigation opportunities toward gender responsive and rights-based sustainable development.                                

Community Level GHG Inventory Manual

The Community-Level GHG Inventory for Local Government Units in the Philippines:

User’s Manual was developed by the Climate Change Commission in collaboration with the

United States Agency for International Development (USAID) Philippines, through its Building

Low Emission Alternatives to Develop Economic Resilience and Sustainability (B-LEADERS)

Project.The Manual provides a step-by-step guide for local government units to quantify

and manage information and data related to the development of their community-level greenhouse

gas inventories. The Manual is also accompanied by a <GHG Inventory Quantification Support

Spreadsheetfor actual estimation and calculation of GHG emissions.
