Low Emission Capacity Building Global Program
The Philippines is one of the 25 participating countries in a global programme focused on climate change capacity building for low emission.
The global programme is being executed by the UNDP with funding assistance from the European Commission, Germany and Australia over a four-year period. The overall programme aims to strengthen national capacities on the following:
i. Greenhouse gas inventories;
ii. Formulate Nationally Appropriate Mitigation Strategies (NAMAs) and/or Low Carbon Development Strategies (LEDS) in the context of national development;
iii. Design measurable, reportable and verifiable (MRV) systems;
iv. Facilitate design and adoption of mitigation actions of selected industries; and
v. Support design of the MRV systems for industrial mitigation measures.
Low Emission Capacity Building Philippine Project (LECB PHL Project)
The Philippine project focuses on the first three aims. The project is implemented by the Climate change Commission covering four sectors namely agriculture, waste, industry and transport. The main objective of the project is to build the capacity of the Public Sector on GHG inventory systems, NAMAs and/or LEDS sectoral road maps, and MRV. While the project focuses on the Public Sector in general, its project activities and outputs will involve participation of the private sector, academe and civil society. Potential linkages and synergies between the Public and Private sectors will identify opportunities for public-private partnerships to address key climate change priorities under the project in a coordinated manner. The Public Sector will play a key role in the design of policies, regulations and incentives to facilitate the active engagement of the private sector in efforts to address climate change concerns. The Private Sector can identify and implement concrete actions on the ground to reduce GHG emissions while ensuring linkages with development needs and economic growth.
The expected outcomes of the project are as follows:
i. Robust national system for preparation of GHG emission inventories have been established at a national level;
ii. NAMAs and/or LEDS sectoral road maps have been formulated within the context of national development priorities; and
iii. MRV systems have been designed to support implementation and evaluation of NAMAs and/or LEDS sectoral road maps.
The project is expected to run in a span of 2 years commencing in April 2012 and anticipated to be completed by end of December 2014.
