A.    BACKGROUND INFORMATION AND RATIONALE, PROJECT DESCRIPTION

The United Nations Development Programme (UNDP) is the UN’s Global Development Network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP’s core vision is to help countries achieve simultaneous eradication of poverty and significant reduction of inequalities and exclusion through three main areas of work which are: (1) sustainable development (2) inclusive and effective democratic governance, and (3) climate and disaster resilience.

At the UN climate change conference in Paris in December 2015, countries adopted the Paris Agreement that sets out a global action plan for limiting global warming to “well below 2 degrees C” starting from 2020. The Agreement, which entered into force on 4 November 2016, built upon the foundation of climate pledges from 187 countries, known as Nationally Determined Contributions (NDCs).  In solidarity with the international community, the Philippine Government submitted its INDC on October 1, 2015.  The Climate Change Commission (CCC) led the preparation of this submission.  

The President signed the Instrument of Accession for the Paris Agreement on 28 February 2017. The Senate of the Philippines unanimously adopted a resolution concurring to the accession on 14 March 2017. The Instrument of Accession was accepted/approved by the UNFCCC on 23 March 2017 and it officially entered into force on 22 April 2017. The Government is currently finalizing its NDC for submission to the UNFCCC.

The Philippine Government through CCC was granted support funds by the European Community for the development of its I/NDC Action Plan under the UNDP Low Emission Capacity Building Philippine (LECB PHL) Project.  The main output of this technical assistance is the development of the country’s NDC Roadmap/Framework which included: (a) proposed institutional structure/organization and arrangements for designing, formulating and implementing the NDCs; and (b) documentation/ institutionalization of NDC preparation, planning, formulation and implementation processes. The CCC, also through the UNDP LECB PHL Project, has developed the MRV System Framework for the AWIT-FE  sectors. 

The Government is faced with the important challenge of transforming its I/NDC into tangible actions that would lead to long term, zero-carbon and climate-resilient development. Like other countries it needs sustained financial, capacity building and technical support to regularly prepare, implement, and report on national actions under the PA and more specifically against NDC targets for reducing GHGs.  The UNDP NDC Support Programme supports Governments to achieve transformational change by using NDC implementation as a mechanism to scale up investment in climate change and deliver sustainable development. The Programme is implemented in the country as “NDC Support Project for the Philippines (NSPP)”. 

For this project, UNDP is engaged in a range of strategic partnerships through the NDC Support Programme, with the IKI NDC Support Cluster, the NDC Partnership, the LEDS Global Partnership, and the Partnership on Transparency in the Paris Agreement.  Among the areas of support to advance NDC implementation is to strengthen measurement, reporting, and verification (MRV) capacity and national data-sharing mechanisms to better analyze and communicate progress against NDC targets and mitigation actions.

B.    SCOPE OF WORK

The NDC Support Project for the Philippines requires the services of a Web Developer to support the development and implementation of the activities relevant to the National Integrated Climate Change Database and Information Exchange System (NICCDIES) and the development of the NDC Measurement, Reporting and Verification Plan. Under the guidance of the Climate Change Office and the NSPP PMU, the Web Developer shall undertake at the very least the following tasks:

1.    Web database development for climate science, climate change, and climate action data and information, which include but not limited to: GHG Inventory (PGHGIMRS), Climate Finance, Adaptation M&E and Mitigation MRV, and Climate Reports
a.    Design and develop stable, reliable, and effective database architecture to meet both functional and non-functional system requirements.
b.    Modify, update, improve and maintain existing database systems.
c.    Ensure interoperability of existing and planned database systems.
2.    Ensure the effectiveness, efficiency, interoperability, maintainability, quality, reliability, robustness, security, and stability of the system.
3.    Develop new or revise existing web-based tools/systems, e.g. calculations, data manipulation, data processing, exploratory data analysis, data visualization, automation procedures, statistical analysis, and web scraping.
4.    Assist in developing new or improving existing administrator and user framework, e.g. hierarchy, registration, data uploading, and process workflows.
5.    Assist in interpreting and translating user requirements into system specifications.
6.    Assist in the development and implementation of an interactive, appealing, highly usable and responsive web design with all elements of the front-end user interface/user experience (UI/UX) able to render appropriately on a wide variety of browsers and platforms.
7.    Liaise with relevant project officers and team members to understand users' needs and identify corresponding user and system requirements, workflows, and functionalities.
8.    Coordinate closely with the NICCDIES development and technical team to discuss web development and database considerations and implementation timeline.
9.    Assist in identifying the frequency of updates and responsibilities for the management of the website and content updating (management/maintenance schedule).
10.    Assist in the development a Content Management System (CMS) to enable users to efficiently and effectively manage digital content, which includes, but not limited to, the following:
a.    Write-up editing;
b.    Adding, editing, and deleting users, menus, and pages of the website; and
c.    Placing and designing texts, images, and other elements in the webpage.
11.    Design and develop functionalities relating to Geographic Information Systems (GIS) for the geospatial content and visualization of geospatial data.
12.    Assist in the development/updating of modules/reference guides:
a.    CMS for the designated/target users;
b.    User and administrator manual; and
c.    Relevant technical documentations, e.g. system requirements, API.
13.    Assist in the conduct of a workshop on the use of the CMS and other functionalities relevant to the system; Serve as resource person for the presentation of the output.
14.    Web scraping/data extraction from relevant online sources and publicly available databases, as may be necessary in the performance of duties defined herein.
15.    Submit accomplishment reports as required by the Climate Change Office. 

C.    Qualifications and Experience

1.    Bachelor’s degree relevant to the position.
2.    Minimum three (3) years of Web Development experience.
3.    Strong to excellent designing and coding skills.
4.    Preferably with vast work experience on various types of projects and experience with backend and frontend technologies.
5.    Exceptional web development skills using PHP (Laravel), MySQL, Perl, NodeJS, AWS, and Git.
6.    Knowledgeable in using the following: HTML 5, CSS 3, JavaScript (ES5&6), Bootstrap, JSON, and REST API.
7.    Able to troubleshoot browser-based issues quickly and effectively.
8.    Maintains excellent coding standards.
9.    Knowledgeable in API Integration, VueJS (preferably using Vue 2.0+), and web GIS integration.
10.    Knowledgeable in industry-standard web development tools.

E.    COORDINATION AND SUPPORT

For the duration of the contract, the Web Developer shall report to the Executive Director, CCC-CCO, and the NSPP Project Manager, and shall work in close coordination with the Project Technical Officer, Deputy Technical Officer, Chief Technical Adviser, the PMU and identified government agencies and other project partners. 

F.    DUTY STATION

6/F First Residences, 1557 J.P. Laurel St., Malacañang, San Miguel, Manila. Domestic travel may be contingent in the performance of the duties.

G.    DURATION OF ENGAGEMENT

The Web Developer shall be engaged for two (2) months (November 1, 2019 – December 31, 2019), with possible extension. The Web Developer shall report to the duty station for at least 16 hours per week, or as necessary, to ensure timely, efficient, and effective delivery of outputs.
