The Climate Change Commission is currently looking for Development Management Officer III under the Strategic Partnership Division.

Education  :   Bachelor's Degree (or equivalent experience) in a related field.
Experience  :  Minimum of 5 work years proven experience in a similar position with 
      a national or non-government development project or program.

Terms of References

Based in the CCC-CCO and directly reporting to the Strategic Partnership Division, this position is expected to support the Philippine Resilience Awards (PRA) Secretariat and Technical Working Group in the implementation of the PRA by accomplishing the following key responsibilities:

1.  Overall Program Management

•  Lead in the overall management and implementation of the PRA as Secretariat Head, ensuring that the quantity and quality outputs and the intended results are achieved;
•  Lead in the review and finalization of the PRA Manual of Operation in collaboration with PRA Secretariat;
•  Spearhead in the development of PRA work plans, budgets and progress reports;
•  Coordinate all activities related to the PRA, including organization of meetings, events, and communications;
•  Monitor project milestones, project schedules and deliverables to ensure timely completion;
•  Identify risks and proactively implement mitigation strategies to prevent project delays or disruptions;
•  Lead the coordination with the members of the CCC-CCO Technical Working Group; and
•  Serve as the primary point of contact for project inquiries and communications;
•  Identify opportunities for capacity strengthening and provide support to local champions through mentorship, training, and resource mobilization; and
•   Ensure proper and judicious use of PRA resources in coordination with the CCC Administrative and Finance Division.

2. Collaboration with PRA Convenors

•  Liaise with partner organizations, including the Office of Senator Loren Legarda, Philippine Commission on Women, National Resilience Council, Arise, SM Prime, and WINDRR Philippines, to ensure alignment of PRA objectives and activities; and
•  Communicate as necessary with Convenors, Secretariat, and other personnel in CCC to provide updates on project progress, solicit feedback, and address any concerns or issues that may arise.

3. Award Program Implementation

•  Oversee the implementation of PRA based on the agreed Guidelines by the Convenors in coordination with the Secretariat;
•  Ensure that the PRA processes from nomination, eligibility check to final selection adheres to the agreed criteria and protocols;
•  Oversee the search of experts to be engaged as part of selection committees from site validation to final selection process;
•  Organize the Selection and Field Validation committees including adept provision of necessary administrative and logistical support; and
•  Organize and coordinate with the Convenors on the Awarding Ceremony, including logistics, venue arrangements, and participant engagement.

Competencies   
  
-  Experience in coordinating programs or similar facilities for government or local development initiatives.
-  Experience in working with national or local government units and with women's or youth or community based organizations on environment/climate change-related programs/projects is preferred.
-  Excellent oral and written communication skills in English and in Filipino/Tagalog.
-  Experience in delivering presentations and conduct of training sessions.
-  Good information and communication technology skills including word processing, databases, spreadsheets, and social media.
-  Ability to travel frequently within the Philippines to participate in, and support, project activities.
-  Demonstrated ability to prepare high-quality written work.
-  Well-organized, can handle multiple and competing deadlines, a team player but takes initiative and can work independently.
