MANILA — The Philippines pushed for improved international capacity-building cooperation as a key driver of more effective global climate action. At the Inclusive Forum on Carbon Mitigation Approaches (IFCMA) on the changing global environment, the Climate Change Commission (CCC) underscored the importance of policy learning, transparency, and evidence-based decision-making.

The IFCMA, organized by the Organisation for Economic Co-operation and Development (OECD) together with developing country partners, serves as a global platform for analyzing and comparing climate mitigation policies, enabling countries to understand their effectiveness and cross-border impacts better. It provides critical tools and insights to help governments design more coherent and responsive climate strategies.

Discussions focused on updates to the Climate Policy Database and the modelling of international policy spillovers. These developments highlight how climate policies increasingly intersect with trade, investment, and industrial systems, with impacts that extend beyond national boundaries.

The CCC emphasized that for developing countries such as the Philippines, the Climate Policy Database serves as a valuable resource in navigating the evolving landscape of climate action. It allows policymakers to identify emerging trends, benchmark approaches, and draw lessons from the experiences of other countries.

The agency also underscored the importance of strengthening international cooperation and knowledge exchange as climate impacts intensify. Access to comparable and reliable policy information enables more informed decision-making and supports the development of effective and inclusive national strategies.

CCC Vice Chairperson and Executive Director Robert E.A. Borje highlighted the importance of sustained engagement in global platforms such as the IFCMA.
“The IFCMA provides an important platform for the Philippines to strengthen its climate policy capacity. It enables us to learn from global practices, benchmark our approaches, and translate these insights into policies that are responsive to our national context and development priorities,” he said.

The CCC further highlighted the importance of understanding climate policy spillovers, particularly their implications on trade, investment, technology access, and employment in developing economies. These insights are essential to ensure that climate action remains fair, inclusive, and aligned with sustainable development goals.

The forum brought together policy experts and other representatives from various countries, providing a platform for dialogue, knowledge exchange, and collaboration on advancing effective climate mitigation policies.
