Consistent with its mandate, the Climate Change Commission has signed Office Order 2018-101, dated June 15, 2018, establishing the “Comprehensive Integrated Climate Adaptation and Resilience Program (CICARP) for the Indigenous Peoples, Bangsamoro, and Urban Poor Communities

The Comprehensive Integrated Climate Adaptation and Resiliency Program (CICARP) is a special program for the Indigenous Peoples (IPs), Bangsamoro People, and selected Urban Poor communities in Luzon, Visayas, and Mindanao. The program intends to promote and implement climate change adaptation-disaster risk reduction and sustainable development activities that are culture- and gender-sensitive, ecosystem-based, science- and risk-informed, and promotive of effective local risk governance and traditional knowledge on climate change adaptation, mitigation, and disaster risk reduction.

It shall provide framework for integrating indigenous knowledge and good practices of the IPs, Bangsamoro, and the Urban Poor in local development and investment planning, consistent with the convergence initiative under the Climate Change Act and the Indigenous Peoples Rights Act being implemented by the National Commission on Indigenous Peoples (NCIP).
