The Philippines is one of 15 Phase 1 countries participating in the Low Emission Capacity Building (LECB) ECB Global Programme Philippine Project focused on capacity building for climate change. Funded by the European Union (EU) and Australian Aid (AusAid) tThe Overall ProgramLECB, with the Climate Change Commission as implementing partner, seeks to strengthen national capacities to do the following: 1) Develop/establish greenhouse gas inventory management systems; 2) Formulate Nationally Appropriate Mitigation Actions (NAMAs) and/or low-emission development strategies (LEDS) in the context of national development; and 3) Design MRV (Measurement, Reporting and Verification) systems to support the implementation and evaluation of NAMAs and LEDS.

The project facilitated the institutionalization of a national GHG inventory system through EO 174.  It also facilitated , the development of the National Climate Change Mitigation Framework Strategies (NCCMFS) and Mitigation Goals which will become the basis of the Philippines’ Nationally Determined Contributions (NDCs).  Because of these objectives, the project LECB moved into a Phase 2 Project, the NDC Support Project for the Philippines (NSPP) by August 2018.  LECB was also instrumental in the , development of the National Integrated Climate Change Database Information and Exchange System (NICCDIES) which is an online platform that can be accessed by anyone, and the d, development of an Measurement,  Reporting and Verification (MRV)  System Framework and System Roadmap for GHG inventory, mitigation actions,.  The project also facilitated the development and development of the Private Sector low emission development strategies (LEDS)  Roadmap to ensure engagement of sectors who largely contributed to the Philippine GHG emission.
