The National Climate Change Action Plan (NCCAP) 2011-2028 outlines the Philippines’ agenda for adaptation and mitigation to comprehensively address the challenges of climate change. Key actions to enhance adaptive capacity and resilience of communities and natural ecosystems and to facilitate the country’s transition to climate-smart development are defined along thematic outcomes in the NCCAP. Therefore, convergence planning among national agencies is imperative to ensure coherence of implementation towards shared results.
Learning from the implementation of the NCCAP for the period 2011-2016, as well as building on the initiatives to strengthen institutional coordination for the planning, implementation, and monitoring and evaluation of the NCCAP (i.e. Policy Brief: Harmonizing the NAP-NDC Processes in the Review and Updating of the NCCAP, Terms of Reference: Inter-agency Technical Working Group - National Climate Change Action Plan Results-based Monitoring and Evaluation System), the updating of the NCCAP will be undertaken by the Climate Change Commission in the exercise of its mandate to consult and coordinate with government actors and stakeholders in the development and implementation of the said plan.
