Commissioner Noel Antonio Gaerlan has been in government service for the last seven years occupying various senior level and supervisory positions. He served as the Executive Director of the Manila Bay Coordinating Office (MBCO), where he directly supervised the implementation of the operational plan for the rehabilitation, management, and development of the Manila Bay Region, in response to the Continuing Mandamus of the Supreme Court to rehabilitate Manila Bay.
Gaerlan was also the OIC Assistant Director of the DENR-Biodiversity Management Bureau, where he provided assistance to the Director in formulating and recommending policies, guidelines, plans and programs for the management of an integrated protected area system (NIPAS and other governance system), critical habitats, coastal and marine environment, wetlands, caves and other important biodiversity thematic areas, as well as, conservation of biological resources. Likewise, he assisted the Director in developing programs and standards in ecotourism, disaster risk reduction management, and climate change adaptation and mitigation for coastal and marine ecosystems.
Gaerlan was instrumental in the formulation of the Management and Development Master Plans for the 18 major river basins of the country, in coordination with concerned national government agencies and other key stakeholders. He also piloted climate tagging and proofing of river basin master plans, which are key ingredients in achieving green growth and climate and disaster resilience programs.
