Rachel Anne Herrera is a Commissioner in the Philippine Climate Change Commission. She is an Alternate Board Member of the People’s Survival Fund, the country’s adaptation finance mechanism.
Previously, she advised the Senate of the Philippines committees on climate change, finance, foreign affairs, and environment and worked for the passage of a number of landmark climate and environmental laws and international treaties, such as the country’s accession to the Paris Agreement.
She earlier served as law clerk to a Supreme Court Associate Justice, and as legal officer in the International Committee of the Red Cross-Philippine delegation.
She obtained her degrees in law from the University of the Philippines and in environmental science from the Ateneo de Manila University.
