COMMISIONER RACHEL ANNE S. HERRERA
Rachel Anne Herrera is a Commissioner in the Philippine Climate Change Commission. 

She spearheads the Commission’s Single-Use Plastics Phase-out and Responsible Transition Campaign, working with stakeholders towards the regulation and phase out of single-use plastics nationwide and development and implementation of alternative systems, packaging, and products to minimize or avoid plastic waste. 

Previously, Commissioner Herrera advised the Senate of the Philippines committees on climate change, finance, foreign affairs, and environment and worked for the passage of a number of landmark climate and environmental laws and international treaties, such as the country’s accession to the Paris Agreement. She served as court attorney for the office of Supreme Court Senior Associate Justice Antonio T. Carpio, and legal officer in the International Committee of the Red Cross-Philippine delegation.

She also served as member of the Philippine Delegation to the 23rd Conference of Parties to the United Nations Framework Convention on Climate Change, the 2016 High-Level Signing Ceremony of the Paris Agreement on Climate Change, and the 3rd UN World Conference on Disaster Risk Reduction. 

 
Commissioner Herrera obtained her degrees in law from the University of the Philippines and in environmental science from Ateneo de Manila University.
