Commissioner Albert P. Dela Cruz, Sr. holds a Bachelor of Science in Biology from Angeles University Foundation. He also earned a law degree from Harvardian Colleges in 1998.

Commissioner Dela Cruz's extensive background includes a Diploma in Real Estate Management from De La Salle-Creba and additional real estate qualifications from the Philippine Association of Realty Consultants and Specialists. He is a licensed Real Estate Broker (2012) and Consultant (2017).

In 2018, Commissioner Dela Cruz became a licensed Environmental and Urban Planner after completing his studies at the Philippine Institute of Environmental Planners.

Beyond his academic achievements, Commissioner Dela Cruz boasts a distinguished career. He previously served as a member of the governing board of the Philippine National Oil Company Renewable Corporation, highlighting his commitment to renewable energy. He is a certified occupational safety and health specialist and a lecturer for the Philippine Regulatory Commissions' Real Estate Licensure Examination.

Commissioner Dela Cruz's leadership extends to the private sector, where he chairs Amber Trail Resort Hotel and is Senior Partner at BARN Techno Experts and Environmental Management. He also manages Northgate Realty Development.

His public service record includes terms as a member of the board of North Luzon Railway Corporation, Municipal Vice Mayor, and Sangguniang Bayan member in Mexico, Pampanga. Additionally, he served as Undersecretary for Regional Operations in the Department of HumanSettlements and Urban Development.

Commissioner Dela Cruz's passion for the environment is evident in his past roles as environmental planning consultant for Sangguniang Tribung Aeta and lecturer in environment and real estate at Adamson University.
