ALBERT P. DELA CRUZ SR.

is a Commissioner of Climate Change Commission. He is a licensed environmental planner, renewable energy advocate, occupational and safety health practitioner, a lecturer, a licensed Real Estate Consultant, Real Estate Broker, and Real Estate Developer constructing more than 1,000 housing units for economic and socialized housing. He is a former member of the governing board of the Philippine National Oil Company (PNOC) Exploration Corporation, and a Pollution Control Officer accredited by the Department of Environmental and Natural Resources-Environmental Management Bureau.

Before his appointment in the government, as Pollution control specialist he innovated the following machines:

1. A Filipino Made Air Scrubbing System using hydrostatic precipitator, 3 stages of wet scrubbing system;
2. Cyclone with reactor for liquid toxic waste for co-generation;
3. A Philippine made Thermolysis for Toxic/Medical Waste Integrated with Bio methanation machine to make it an integral waste solution;
4. A Philippine made Water Filtration Reverse Osmosis Machine to filter polluted water including oil leaks and industrial waste, polluted rivers and lakes.
5. Methane Cooling and Scrubbing Machines for high efficiency.

He is part of the USAID sponsored ASEAN Methane Deep Dive Master Class for Climate Change Mitigation, He is also the national chairman of the Philippine Renewable Energy Chamber, a private business chamber championing renewable energy in the Philippines. Prior to his appointment, he served as the Undersecretary for Regional Operation of the Department of Human Settlements and Urban Development. He is also a former member of the board of North Luzon Railway Corporation and a former member of the governing board of PNOC Renewable Corporation. He has previously served as a senior member of the Sangguniang Bayan and a former Municipal Vice Mayor of Mexico Pampanga. He graduated with a degree in BS Biology at the Angeles University Foundation.
