SPD is responsible for coordinating, networking, and negotiating with various stakeholders and for establishing partnerships in building capacities of different sectors to achieve the outcomes identified in the National Climate Change Action Plan and the Philippine Development Plan.
The Divison is divided into two units: the Partnership Development and Management Unit; and the Capacity Building Unit.
The Partnership Development and Management Unit represents the Climate Change Commission-Climate Change Office in various inter-agency committees and/or technical working groups; organizes consultation meetings with concerned stakeholders for a harmonized and coherent approach in the provision of technical support and assistance to local government units (LGUs); ensures adoption of new policies and regulations on climate change programs at the local level; establishes standard operating procedure for external coordination and facilitation of requests on technical support and assistance to LGUs; provides necessary technical support in the development of appropriate tools and products for the needs of decision makers and policy makers; and establishes links with sectoral advocates to promote and implement climate change programs.
The Capacity Building Unit implements capacity-building and training programs with multi-stakeholder participation on local climate change adaptation and mitigation planning; establishes mechanisms for delivery of capacity development services; coordinates capacity development programs of National Government Agencies concerning climate change; and implements pilot demonstration of knowledge products and development interventions.
