Strengthening the mainstreaming of climate change in domestic plans and programs necessitates allocation of public funds for the implementation of climate change adaptation and mitigation initiatives. Two instruments are thus being implemented targeting thematic developmental priorities and strengthening the linkage between national and subnational interventions.

In 2015, the Climate Change Commission (CCC) systematized climate mainstreaming at the programming level through Climate Change Expenditure Tagging (CCET). This was endeavored as a joint effort of the CCC and the Department of Budget and Management (DBM-CCC Joint Memorandum Circular 2015-01) and with the Department of the Interior and Local Government for the sub-national counterpart (DBM-CCC-DILG Joint Memorandum Circular 2015-01).

The CCET provides an avenue for national institutions (i.e. National Government Agencies (NGAs), State Universities and Colleges (SUCs), and Government Owned- and Controlled- Corporations (GOCCs) and Local Government Units (LGUs) to assess the alignment and scale of mobilization of public funds based on the National Climate Change Action Plan (NCCAP). The CCET classifies public expenditures between climate change adaptation and mitigation through the use of typologies mirroring the NCCAP.

Under the aforementioned JMCs, the CCC is mandated to evaluate and approve national and local government institutions-tagged climate change budgets. Further, the CCC is also mandated to strengthen capacities of NGAs, SUCs, GOCCs, and LGUs to undertake CCET. These are in collaboration with the DBM and DILG.

Despite the imposition of community quarantines, the Philippine government did not stop delivering climate actions. Last 21-24 April 2020, the CCC and DBM delivered its annual CCET orientation via virtual platform to ensure that national institutions are aware and compliant with the CCET requirements provided in the National Budget Preparation for FY2021 memorandum. However, since coordination and communication are limited in the enhanced community quarantine period (March-May 2020), some national government agencies, especially the SUCs and GOCCs have failed to attend the orientation.

On 30 September 2020 coordination meeting between the CCC and DBM, the agencies agreed to conduct a capacity building on CCET for the latter’s Regional Offices, prior to the conduct of deep-dive sessions for SUCs and GOCCs.

Following the IATF’s health and social-distancing guidelines, and CoVID19 projections, the proposed capacity building session will be conducted virtually to ensure that the safety of the participants amidst the threat of CoVID19 virus.

The virtual orientation will provide a clear, concise, and up-to-date information for DBM’s regional officers to obtain an understanding on climate change and CCET as an integral part of the national and local budget preparation. Through this orientation, the CCC looks to enhance the knowledge of DBM Regional Offices to CCET, and to be able address budget-related CCET concerns of regions.

OBJECTIVES

The objectives for this orientation are as follows:
• Strengthen the capacity of DBM Regional Offices on the national and local CCET;
• Secure better understanding of the formulation of climate actions and its linkage to the budget and planning process through national strategies and action plans;
• Ensure enhanced compliance with the CCET JMCs and the relevant DBM’s National, Corporate, and Local Budget Memoranda;
• Improve the understanding of roles and responsibilities of institutions involved in managing the Country’s response to climate change;
• Guide the participants through the process of tagging and submitting to the CCET Help Desk CC PAPs in the context of planning and programming process and the rationalized planning process; and
• Seek policy recommendations to strengthen and accelerate the policy coordination of CCET and mainstreaming-related matters.

TARGET PARTICIPANTS

Each Office shall be requested to send at most four participants (two officers handling SUCs, and two officers handling LGUs).
