WHY: The Department of Finance (DOF) and the Climate Change Commission will conduct a media briefing with the 16 newly-reconstituted National Panel of Technical Experts (NPTE) tomorrow, December 3, at 2PM, to increase transparency and intensify awareness of the country’s climate action initiatives.

Dr. Jihan Adil
A registered Environmental Planner and certified Building for Ecological Resilience and Design Excellence (BERDE) Professional, she is currently the Founder and National President for the Society of Environmental Engineers of the Philippines. In 2018, she received the Most Outstanding Woman in Water Award (conferred by the Environmental Management Bureau Region IX). A Doctor of Education, Major in Educational Administration and a Master of Science in Environmental Engineering, her fields of expertise include Environmental Planning and Engineering.
Dr. Nathaniel Alibuyog
Based in Ilocos Norte, he is a Doctor in Agricultural Engineering, with a major in Land and Water Resources Engineering. He has also received awards such as the Outstanding Agricultural and Biosystems Engineer by the Philippine Society of Agricultural and Biosystems Engineers (2018) and ranked 2nd place with an 86.60% passing rate on the Agricultural Engineering Licensure Examination in September 1994.
Dr. Zenaida Andrade
She was formerly the Assistant Statistician of the Department of Agrarian Reform in Leyte and a Chemistry teacher of Physics and Environmental Science at Water South Sudan Wepenamanda Foursquare Secondary School (WFSS) in Papua New Guinea.
Dr. Wilfredo Campos
A Doctor in Marine Biology and a Master of Science in Marine Biology, he is currently a professor at the OceanBio Lab and was appointed Chair of the Biological Sciences Division in the University of the Philippines Visayas Miag-ao, Iloilo. He was also a Most Outstanding Faculty and UP Visayas Chancellor’s Awardee. Dr. Wilfredo acknowledges the need to manage the country’s fisheries better as climate continues to change to improve resilience.
Dr. Gay Defiesta
She is a lifetime member of the Asian Fisheries Society, and Gamma Sigma Delta Honor Society of Agriculture. With a Master's Degree in both Business Management and International Development Economics, she also holds a  PhD in Agricultural Economics major in Natural Resource Economics, minor in Environmental Science. She has publications on natural resource damage assessment and climate change adaptation.
Dr. Ramon Lorenzo Luis Guinto
He is the Associate Professor of the Practice of Global Public Health and Inaugural Director of the Planetary and Global Health Program of the St. Luke’s Medical Center College of Medicine. An Obama Foundation Asia-Pacific Leader and Climate Reality Leader, he is a member of several international groups including: Forum on Climate Change and Health of the World Innovation Summit for Health; Climate Resilient and Sustainable Health Systems Thematic Working Group of Health Systems Global; and the Journal of Climate Change and Health.
He obtained his Doctor of Public Health from Harvard University and Doctor of Medicine from the University of the Philippines Manila. In 2020, he was included by Tatler Magazine in its Gen.T List of 400 leaders of tomorrow who are shaping Asia’s future.
Dr. Eduardo Mangaoang
With a Doctorate and Master’s degree in Forestry, he has worked with institutions such as the Institute for Climate and Sustainable Cities (ICSC), OXFAM-VSU Research on Adaptive Livelihoods & Emergency Readiness & Timely Response of Communities to Natural Disasters (ALERT), Development Bank of the Philippines (LGU-Isabel) and is currently with the Visayas State University.
Dr. Jimmy Masagca
Dr. Jimmy Masagca is now a Professor III of the Catanduanes State University and Member of the President's Initiative for the Popularization of Environmental Research & Services; a Commission Member of IUCN-CEC in Switzerland; and Scientific Advisor of the PACIFICTECH RTIC CESSE, Inc, an environmental NGO.
Dr. Susan Mercado
Currently based in Hawaii but hailing from Manila, she has been assigned as Special Envoy of President Duterte for Global Health Initiatives in January 2018 to present. In the same year, she was also recognized as one of the 100 most influential Filipina women in the world in the category of innovator and thought leadership. She has worked with several key organizations such as the World Health Organization, Philippine Red Cross, Department of Health, and currently Hawaii Public Health Institute.
Dr. Richard Muallil
With a PhD in Marine Science, majoring in Marine Biology and a Master of Science in Biology with a major in Ecology-Taxonomy from UP Diliman, he is also a recipient of multiple awards such as the “Ten Outstanding Young Men of the Philippines” for Marine Science and Conservation by the Gerry Roxas Foundation, and “Outstanding Young Scientists of the Philippines” from the National Academy of Science, all in 2016.
He is currently a Professor of Marine Science and Director of the Office of Continuing Education and Extension Services (OCEANeS) of the Mindanao State University- Tawi-Tawi College of Technology and Oceanography.
Dr. Emma Porio
She holds a PhD in Sociology and an MA in Population Studies from the University of Hawaii through an East-Center Scholarship. In University of Hawaii, she was Asst. Professor in UH's Women's Studies Program. She has been a professor of sociology in Ateneo de Manila, since 1999 and in 2021 awarded the highest faculty rank of professor emeritus. Currently, she is project leader and principal investigator of the Coastal Cities at Risk in the Philippines: Investing in Climate and Disaster Resilience and Co-Director of the Master of Disaster Risk and Resilience while being a Science Research Fellow at the Manila Observatory.
She has received multiple awards such as the Outstanding Publication Award from the Clinical Sociology Division in the International Sociological Association, a Fulbright Advanced Research Fellowship from Hofstra University/Columbia University (New York City) and a Research Fellowship in Innovative Programs in Local Governance (IPLG) from Harvard University.
Dr. Patricia Ann Sanchez
In 2019, she was awarded Outstanding Young Scientist by the National Academy of Science and Technology and has been a Regular Member of the National Research Council of the Philippines from 20217 until present.
Engr. Merriam Santillan
Currently the Dean of the College of Engineering and Geosciences of the Caraga State University. She is a licensed Geodetic Engineer with a Master of Science in Remote Sensing degree from the UP Diliman.
She has led two major projects and programs on flood hazard mapping of over 100 river systems in Mindanao, benefitting over 121 cities and municipalities in 23 provinces. Presently, she supervises the Engage Caraga Extension program on the use of flood hazard maps and other products in building resilience and reducing vulnerability in Caraga Region.
She is a recipient of awards such as the Caraga State University Presidential Award for Excellence in Research and Extension, and the 2017 Outstanding Geodetic Engineer in Government Service given by the Geodetic Engineers of the Philippines - Mindanao Area.
Dr. Encarnacion Emilia Yap
A Post-Harvest Fisheries expert and a licensed Fisheries Professional, she is currently the Dean and Professor of Fisheries Science (Post-Harvest Fisheries) of the College of Fisheries and Ocean Sciences, University of the Philippines Visayas. She obtained her B.Sc. Fisheries (cum laude) from UP Diliman and her M.S. (Food Science) from Cornell University, USA. She pursued her doctorate studies in Murdoch University, Western Australia.Dean Yap presently sits as a member of the CHED-NAFES Technical Evaluation Committee and the Philippine CODEX Commission’s Sub-Committee on Fisheries and Fishery Products. She also works as the Executive Director of the Philippine Fisheries Institutions Network (PhilFIN). She is also a member of the Governing Council of the International Linkage Program of 8-Asian universities and of the Deans' Council of ASEAN-FEN.
Dr. Maria Angela Zafra
An expert on the nexus between climate change, business, economic empowerment, and sustainable development, Angie is the co-founder and Executive Director of Strategia Development Research Institute, Inc. (SDRI) and adjunct faculty at the Ateneo de Davao University – School of Business and Governance.
She is also a recipient of several international fellowships such as the US State Department YSEALI Professional Fellowship, UNIDO Green Industry Fellowship, and the POSCO Research Fellowship at the East-West Center. Angie believes that climate solutions need to be multidisciplinary and holistic as it touches not only science but all sectors.
Dr. Doracie Zoleta-Nantes
A multiple awardee, she has received the UP Los Baños’ Most Outstanding Alumni Award (2015), Outstanding Alumnus Award from the College of Human Ecology (2013 and 2015) and Gawad Medalya ng Karangalan Outstanding Quezonian-Science and Technology (2015).
